BUYing A Car from USA

As of last couple days I had heard some thing about buying a car from USA dealer it's really save you from 17% to 25% depend on the total cost of your cars...
I wonder any body had more information about this matter.:
- tax from cra canada or usa gov.
- delivery cost
- dash change to meet the canadian required (kilometer/mile)
- how to contact US dealer
- How to finance or had to paycash for your car cuz over the border...
Please, let me know because I am really interest about this news...
