I know u guys are from alberta so u may have different rules than me, but im jus seeing if this is even slightly possible or just an extremely dumb question.

Can i go and get a personal license plate without registering it to a car...or is there anyway i can reserve the thing i want on it.

??

Not 100% sure if this is true or not just my take on things.
when i went in and inquired about it i didn't hear anything about it having to be for a vehicle she just said that i could use the one i have now for now then when the one comes in the mail to come back in and get it switched over... with that being said...
i dont' think you have to have it pre-registered to a car or anything wouldn't hurt to actually go down and ask tho.

Yes u can order the custom plate without registering it.

Getting a custom plate is completely independant of a vehicle.

You go to the registry, and order the plate you want, they'll send it to you in a few weeks.

When you have the plate, you go to the registry, and tell them you want to register that plate to your car.

I had my plate "1JZ GTE" about 5 months before I had my car.

What happens if you submit your request and $$$ but all requests are either taken or denied. Do you get to re-submit 3 for free, or do you loose you money and have to try again?

I think it's $220 for 2 identical plates

when i got my custom plate was around 200 bucks and i got 2 identical plates, one on car, other hangin on ma wall haha

You go to the registry and tell them what you want for a plate, they look it up on the computer to see if it is available. If it is they print it out, you confirm the spelling and they order it. If it is not available they will tell you right there in the office and you can try your second choice or alter the spelling and see if that is available.
