From what I know, if that car did have a lien he would not have the title with him, and therefore could not import it. Someone correct me if I am wrong.

Lienholder keeps the title as long as they have interest in it, even if you did somehow get your hands on it, US customs wouldn't approve your car for export with a Lien on it.
