im thinkin of purchising this car but i noticed a little bit of rust underneath the car and it was on the frame. it was the size of a tooney. should i stay away?

I think it depends no how DEEP the rust is. If it's just surface rust, that can be fixed. If it's eaten through, that's a problem.
