WTB: Reliable P.O.S. for winter

Hey, I'm lookin for a winter beater..

Needs to be reliable, the heater needs to work, and need to be able to pass safety.. Anything else doesnt really matter, I'm looking to spend around $600-700 and no more than $1000... Also, good gas mileage is a huge plus.
