say 5 thousand per person to find them a home for 5 months with everything they need(approx 1thousand a month, assuming 700$ for one bedroom, 300 for food, utilities usually included)

87billion / 5thousand = 17 400 000

Well what happens when local infrastructure cannot handle that many people all looking for the same amount of accomodation. Then there's the issue of needing that many jobs being available. After the five months, how many would be able to continue living like that? Then you're stuck with the same problem you had before.
