is it ok to go from a 195/65/15 to a 195/60/15 for winter tires.

Definitely ok. They'll be slightly smaller in diameter, but that's fine.

possibly availability...but yeah changing one tires size like that wont hurt anything except change the speedo 1 or 2 kms per hour
