i am an ex sparky. i can definitely do that for you in probably about an hour.
no ground shouldn't be a big issue. there should be a ground inside the panel and i will just attach the ground to that.

for materials, you will need a surface mount plug box, a 15amp break to fit your panel, some 14/2 wire, a couple of wire straps, and the connectors to go into the plug and the panel.
