So I'm driving southbound on 14th St. right by Heritage Park going about 80-85 and some retard in a Blue G35x (maybe he's a beyond member) pulls into my lane, and then drives below the speed limit. Obviously frustrated, instead of braking, I just shift down and let my car decelerate.

All of a sudden the retard slams on his brakes not once but twice, obviously sending me a message, but he's the one changing lanes and driving slow. First off, who are these fucking idiot drivers, and if someone intentionally makes me rear end them, is it my fault?

A rear end collision is almost always the person who rear ended the cars fault unless you have some good witnesses to back your story. If you were to hit him; you'd almost certainly be the one put at fault

I guess I ended up not slowing down fast enough and he thought I was tailgating him. Also, the road was busy, but my lane was open, so passing him was not an option.
