I don't think he's saying it's better. He's just saying, while we bitch and moan about annual tuition for school being $5000, Americans are shelling out $13k+ a year for an education, which is for tuition at a public school which is subsidized by the State Government.

Street prostitution is illegal because it's deemed a public nuisance since all they technically do is loiter. However, because they exist, they require that all sex-trade workers play shadow games and skirt around an imaginary line created by those laws. This effectively eliminates the ability of the market, or the government, to control the spread of disease and other commonly associated problems.

Were there legal brothels, sex-trade workers could be controlled and monitored. As is stands, these types of controls are purely voluntary and at the descretion of institutes and people who are forced to circumvent the laws as it as. As such, there's no incentive to ensuring a quality product, safety, or accessibility.

Additionally, the advent of brothels and legal, legitimate businesses would almost certainly run the drug addicted streetwhore all but out of business.
