Fedex clearance delay?

I've got some wheels coming from the states and when i last checked online it said something about a clearance delay, Does anyone know what that is? I've called fed ex twice and both times i got a different answer.

possible reasons:

1) the CRA is inspecting your package (they randomly pick packages to inspect)
2) the shipper didn't include proper customs paperwork
3) they just haven't got to clearing your shipment yet

US customs checks the package if it's leaving the US(i think) but I don't know how they do it. I work at FedEx in calgary and we get Canadian custom in every once in awhile and they will just grab random stuff off the conveyor belt bound for outside of Canada open it, inspect it, tape it back up then put it back on the belt.
