On food nutrition fact labels, they'll list total Carbohydrates, then usually Sugars and Fiber that make up a portion of the total Carbs.
if there are remaining carbs that are not fiber or sugars, are they assumed to be complex carbs then?

I agree with Spuntnik, I think the remaining carbohydrate count is starch, and that is a complex carbohydrate.
On Kashi products, I've noticed that they have a section for starch content.

Fiber isn't really a carb in the nutritional sense as it just goes right through you
HOWEVER
Sugar Alcohols and sugar substitutes can induce a simliar insulin response to sugar.
I went out of Ketosis after eating some so called "Zero Carb" diabetic chocolates
These sugar alcohols are said to only be partially or incompletely digested and thus they give net zero carbs, but there are many studies to suggest otherwise.
