How to buy stock over seas?

You can purchase Russia-based ETFs, purchase ADRs of Russian companies that trade on the NYSE/AMEX, or purchase Russian companies that trade on NYSE/AMEX.

Main thing is having an account that can access these. It can be any of these depending on how sophisticated you are.

1. Try to open an account with a Russian Brokerage Firm.
2. Open up an offshore account (say Bahamas)
3. Opening an account with a N.A. firm that has ties to Russia.

Don't think you'll be able to access stuff like that using an online discount brokerage system. Just some thoughts on my part.
