do you have to sign a 3 year contract with rogers for data plans

Hello,
Just wondering, I am getting mixed answers so maybe someone here works for rogers or something.

Say I was using a razr before and I brought a curve 8320 and dont currently have a data plan. Can't I just pay $25 for 4MBs? for the remaining term?

Or like say I'm with telus now, but a new blackberry off ebay and want to sign up on a data plan. do I have to sign a 3 year contract with rogers?

I had to sign a one year contract for blackberry data. Unless things changed thats what it is.
