Well I mean when he was pushing coke in LA, he was working along side the police the whole time, just with out knowing it. He was one of the biggest drug dealers, whom of which got a lot of coke from CIA (without knowing it was from the CIA) which in turn the CIA used it's profits to fight the Nicaraguan communist government.
