Where you can grab a widget and move it to another location on the screen, creating your own layout. One example is iGoogle where you can have all your own addons and place them wherever you like. If you don't like where one is, you just drag and drop it to a new location. Is this PHP? Flash? Some custom API?

Same thing in the Wordpress dashboard when you're moving widgets around, you just drag them to where you want them. This is ASP.NET?

Yup, from the details you've given, it sounds like .NET. Not necessarily ASP.NET, since all .NET code can be written in several languages (primarily C#) but compiled into a useable form on any machine with a suitable .NET Framework installed. However, it sounds web-based, which means there is probably an ASP.NET component to it.

Edit: I think MS Sharepoint is a good example of a site that has the capabilities you're talking about. http://en.wikipedia.org/wiki/SharePoint
