Muffler Repair?

Looking for a place to repair a possible muffler i may buy which has a loose inner lining in one of the tubes.

Currently the inner lining is being held still by a feeler gauge. I'm debating the pros and cons and was hoping some of you could shed some light on the condition of this muffler, how to repair it, or if its no good buying it.
