Also, that's a total failure of taking care of the dog AND the baby. The girl was 17, her parents should have helped take care a bit since she'd only been a mother for 2-months at the time of the incident. So...failure of all parties involved.

she is 18 now but when it happened she was only 17... therefore they cant charge her as an adult.
