I'm buying a 1991 Ford escort GT tonight.. just for a winter beater, only 250 bucks..

some specs are

248 kms
5 speed
4 wheel disc brakes with ~85%
tires are around 80%
minimum rust
new rear shocks
new timing belt

problems are its need a voltage regulator which is ~20 bucks from the wreckers, i checked to buy it new its around 56-71 so not to bad..

the problem is it has those dumb power seat belts that move around the door frame but the guy told me they dont work and when he drove it he only used the lap belt. The question that i have will it pass inspection with just the lap belt working or not?
How much are they roughly to fix i checked ebay around like 100-150 bucks for the stupid thing + getting some to put it in for me but i dont think i really need it, maybe i should ask him to drop the price a bit even ha-ha, i dont know just wanting some opinions on the issue.

I'd be more concerned about your personal safety than about the cost of the repair. Besides probably not passing an inspection, you will be held contributorily negligent in any potential accident by your insurance company for failure to wear a seatbelt and expose yourself to a greater risk of harm and traffic violations.
