I have the modem and router in the basement that connects to wire going throughout the house. And I want to put another router upstairs that connects to one of the wires off the first router. Is this possible.

Yup, this is totally possible. Although you most likely want to purchase an ethernet switch. They are usually cheaper and typically have more ports than a cable/DSL router.

I want to hook up a printer and two computers. Can you buy switches that have usb ports

not that i have seen or heard of

does your printer have a ethenet port? if not then can you install one? if no there too, just setup printer sharing on one of your computers

you can buy routers with a print server built into them.. you can set it up that way ..

Just a heads up, print servers work best with printers that support postscript. Most laser printers do. For printers that don't, it can be hit or miss trying to get them to work.
