At power on is the highest draw from the PSU, so yes it could be the PSU. If you remove the card and it powers just fine, then 90% its the PSU

Try to look for latest firmware upgrade for your model.

It's an HP, it MAY not use standard connectors. Check them out before you buy a new one.
