At his own sisters birthday he kills and decapitates 2 of his sisters before police officers take him down.

Sarafina was the 9 year old (injured, not dead)

Revelus was the killer who was shot dead. The details are referring to which officer killed him and how many shots were fired.

Sounds like the kid was on drugs, or had seriouis mental issues.
