What would make a 1998 Ford Contour LX, make a loud "Hummmm" when it is slowing down (coming to a stop) or when it is idle????

The sound is loud!!!!

What could be making this sound????

I HAD THAT PROBLEM SOME TIME AGO
FOR ME IT WAS THE BELT, HAD TO BE REPLACED O YA!

Do you mean the drive (acessory, serpentine) belt? Does it make a little of a squeaking noise as well? Do you know when it was last replaced? Drive belts stretch and are easily frayed/cracked. A drive belt that is slipping (because of being stretched frayed or cracked) will make excessive noise. Its an easy repair you can do yourself. Just go to the parts dept. at a ford dealership, they should have lots there. Just tell em you need a drive belt and whether you have a/c or not. There should be a diagram under your hood that shows where the belt goes, and it will indicate where the tensioner is. Rotate it counterclockwise and it'll loosen the belt, then pull the belt off. Slide the new belt on so that the grooves mesh together on the belt and seats of the acessories, tighten the tensioner back up and run the engine a little looking for slippage or signs of the belt being improperly seated.
