How-to 'snipe' a domain name?

There is a domain name I really want... registration expires 04/21/2009. It belongs to a company who's since gone out of business, or at least been completely inactive for the past 8 months.

What's the best way to 'snipe' this registration?
Try and register at 12:01a on the 21st? 12:01a on the 22nd?
Can I 'reserve' it through any sort of process, or attempt to register it early?
