Depends on the material or the "Cut/design" of the seat. Probably under $100 I'd expect given not too big of a piece needs to be fixed.

When I was a fleet manager for a limo company many years ago these guys handled all our interior tears/rips or issues of any sort.

+1 for Cascade, great guys, excellent work, and they are on 12st, not 19th.
