Does anyone know where I can find information on the bylaw about parking a vehicle on a public street with a for sale sign on it.

Its in the Alberta traffic safety act. Not a bylaw.

And you can't do it.

My brother got a ticket for parking his car on the side of the main drag through our residential community with a big for sale sign in the front window.

Legally parked and everything.... what a load of crap.

As far as I know, there are no additional restrictions on the car beyond the normal parking restrictions for that area.
Also, the sign can't be "distracting" to divers on that street.

What about parking in a strip mall? Is that considered private property?

Yes.

Don't do it on public road and you'll be fine.

Don't do it on public road and you'll be fine. well, according to the by-law, even private parking lots qualify as a 'street' - any area where the public is normally allowed to drive or park, whether or not it's private property, qualifies as a 'street'. So, in theory you could get a ticket parking the car in a strip mall parking lot. I have no idea if they actually enforce in those situations.
