I was wondering if there was any special process i need to go through if i wanted to add a small retaining wall and flatten out my lot. Currently there is a slope in my back yard and i would like to make it as flat as possible
btw the final grade was complete by the developer last year and i have a grading certificate

You would need a new certificate.

Your back yard is sloped to drain water away from the building. You can't just make it flat or just randomly change the slope. You would need to redirect the water somewhere and hopefully not your neighbour's house.

the drainage will be directed away from my house and the neighbors (down the middle in between the houses) so that wont be an issue
