Im not familiar with the mATX board size, if I have a tower with a regular sized board in will the IO shield be sufficient enough to cover up open space and keep the mATX board fitted properly?

Yes, it fits just like an ATX board. Its a little bit shorter as some cases require mATX. It will fit just fine in a regular ATX case and the IO shield is the same size.
