Index.dat How to delete?

Has anyone tried to delete index.dat, I was reading that this file tracks everything you have done on the web, even if you clear history it still saves everything in this file. Any luck on deleting it?

reboot your pc into safemode command prompt, navigate to tempor~1/content.ie5 and delete.

Same goes for any file on a pc.
