Some people enjoy that line of work, I assume. Or have more pressing financial needs or dependents and as a result aren't as picky about their employment as you are.

Alternately, consider the role of security guards actually play in whatever building/venue they are employed. Sure they seem like they aren't busy most of the time but I'm sure they spend their fair share of time dealing with idiots.

That's like saying the Alberta sheriffs you see driving around are anything more than a traffic enforcement division.
