One is for new posts that you haven't read yet in a thread, and one is for threads that you're up to date on.... I think.

http://forums.beyond.ca/images/hotfolder.gif means that the thread is HOT, but you're already up to date and have read it already.

http://forums.beyond.ca/images/dot_hotfolder.gif means that the thread is HOT, and you have participated in it (posted at least once).

http://forums.beyond.ca/images/dot_folder.gif means it is a thread you have participated in.

The definition of a HOT thread is one that has 100 posts, or 300 thread views. We may be changing the definition of this as we grow.
