Can anyone tell me what part of a Cold Air Intake system the highlighted part is? And what does it do?

its a rubber spacer for the part of the pipe that leads down into the fender. theres a little screw hole that it threads into then the 2 teeth on the second pipe go over it and it is then secured by a nut that should be supplied.

ya there should only be one recirculation tube.

yup it's there to provide dampening so you don't crack the intake pipe.... you need some flex in there yo!
