Theres are raceways with bearings inside the rim and hub, the wheel is two pieces. The outside bit and hub, then the inner wheel that is free to spin on the bearings.

meh in Los Angeles California, you can see lowriders with those rims, and escalades and other SUVs with those rims....I seen a lot.
