City/developer constructed fences

The fence on the north of my property was damaged by a hit and run. It was built by the developers but sits on my property.
Anyone know who's insurance would this go under? Mine or the developers.
I checked with the city and they had said that it had not been handed off to them from the developers yet.

Bitch early and often.
Make sure the city is aware of where the damage is and when it occurred.
The city shouldn't sign off on the completion certificate and take over until all deficiencies are fixed, so make sure it is listed as a deficiency.

That way, the developer is motivated to get it fixed.
If the completion certification isn't issued, the developer remains responsible for any issues in the area. They don't want that to happen.
