I have bumper assembly (without cover) for a 2002 civic (this should work for 2001-2003 I believe)
both front and rear
this is the metal reinforcement bracket and the absorbant foam stuff
DOES NOT INCLUDE THE BUMPER COVERS
I needed to replace my bumpers so I bought the full assembly and only needed the bumper covers.
the reinforcement brace looks like this

and has the foam stuff which goes on it and looks like this
