You have to a wholesale license or go with a licensed wholesaler to buy from Adesa/Impact/insurance auctions....

Impact is open to the public now but 200 membership fee. i dont trust buying cars from there any more

i thought to buy a "written off" vehicle you have to have a mechanic's license.
now if a mechanic purchased the vehicle, repaired it and is selling it can be claimed as a salvaged vehicle. i wouldn't trust one though, my GF's mom bought one from auction, looked and ran mint. upon closer inspection the car was actually two cars welded together just in front of the firewall. shady stuff out there.
