Vehicle Registration

Quick question about vehicle registration. I picked up a beater a few weeks ago however its just been sitting there as I never drove it or even registered it. My question is can I go ahead and sell this vehicle without me registering it? The bill of sale (signed back side of previous owners pink slip) is made out to me. So how would this work? thanks

go to the registry office and get a bill of sale and sign it over to the new buyer
