so heres the new hup enhanced program
Effective January 15th2010, Rogers is eliminating Hardware Upgrade Tier fees! As part of the new enhancements customers will benefit from being able to upgrade every 24 months at both the 2 and 3 year in market price which will now align with new customer pricing. All customers within a multi-line account will be eligible for 2 and 3 year in market pricing after 24 months since initial activation or last hardware upgrade. And the $35 administration fee will be consistent across all consumer upgrades.

As a customer’s monthly spend and loyalty accumulates since last upgrade or initial activation, they will have more discounted device options available to them, meaning more device categories (listed below) may become available prior to month 24.
High value customers may have the option to upgrade early (as early as month 12) to a discounted or promotional offer based on the customers monthly spend and time since last upgrade or initial activation.
Sal es Central Hardware Upgrade eligibility will display only those devices that the customer is eligible for.
HUP eligibility will be enhanced to include 5 new device categories the customer is upgrading to:
Category I: Voice (classic phones)
Category II: Quick Messaging Devices (QMD)
Category III : Blackberry
Category IV: Other Smartphones (Android, Windows Mobile etc.)
Category V: iPhone
