When a service provider (Telus, Bell, Rogers AT&T, Fido) sell you a phone at a discounted prices when you sign up for a plan....that phone is usually locked to that specific service provider. So if you want to use the phone with another service provider than the original one....you can't. But if you unlock the phone, you can use it wherever, provided that the new service provider using the same technology as the phone, aka, TDMA, CDMA and GSM.
