Block Heater

Got a 04 Dodge Caravan and i thought I would check the block heater to see how well it works... (not now, this was before when it was cold).. and didn't see any warming up

Is it broken? Off? Anyway i can check?
I took a quick tour on AllData didn't see much that would or might help

By the way, I'm not entirely sure it even has a block heater, i just assumed because the plug is hanging from the grill

Ideas would be appreciated

Take a multi-meter, set it to resistance, put one wire into one slot, another wire into the other slot of the plug. If there's resistance, it's most likeley good, if there's nothing, then the cord is either uplugged from the actual block heater, or the block heater is shot.
