LOL he panicked, saw the cop and grabbed a handful of front brake, thus low-siding it. I would have kept my cool and finished the turn, panicking when you see the police instantly gives away that you know you're doing something wrong, and this video displays what the effects of that is.

Actually that is a really famous road in California, one of the guys of the Formula Drift circuit just shot some car porn up there.

I couldn't see it be closed, they generally just have a bunch of cops wait to give you the go ahead in those situations.
