At dusk with parking lights. I see a lot of cars recently just with parking/city lights on at dusk. :)

I don't think the thread is worthy because:

1) The photo is blurry
2) You saw the car pulled over but there is no good evidence to show that he was pulled over for his lights. I mean, these days you see shitty HIDs installed on lifted trucks and normal cars more-so than ricers.

Hey, the meta info on that photo shows it was taken at around 5:54PM. It must be so dark because of the tinted windshield...

If that was for his/her HID kit then good on the Police, but unfortunately it probably wasn't for that. People who throw HID kits on their cars are usually ricers who drive like tools and it was probably a traffic stop for that peson driving like an idiot.
