Found link to the bulletin Honda is referring to:

http://www.hondalac.com/service/Bulletins/x99-029e.pdf

Engine is in great condition, runs fine. Does not burn oil. Selling because I bought a 2007 TL Type-S and want to put that in the garage instead.

Stupid Honda. Charged me 1 hour labor ($120) for nothing. :banghead:

They claimed it was the bulletin I posted above, but I check the wiring more thoroughly today and found the problem. The pin on the clip at the back of the gauge cluster was bent and therefore was not always contacting.

Speedo problem now fixed.
