InDesign Request

Hey guys,

Not sure how many of you are familiar with InDesign, but I absolutely suck with it. I'm looking for a template that looks something similar to this:

I'm not sure how difficult this would be to do but if anyone could give me a hand it would be great!

I am a graphic designer and I use indesign a lot. I just finished a contract working for the city and it was literally 90% indesign.
