If I'm in a collision that is caused by another driver, and they COULD be charged with three or four offenses, but let's say a justice throws out one or two of those offenses in some kind of "deal", does that hurt a private litigation against that driver?

Private is totally different. As long as you can prove damages, you have a case.

It won't affect you at all. A traffic conviction is simply evidence of fault, but not definitive. It's always nice to have the benefit of a police issued ticket at the scene for the at-fault driver, but it won't affect a civil suit.

The best way to gauge fault is to see what the insurance company determined. If the other guys company accepted fault, then you won't have a problem with your claim.

Accepting fault for physical damage to vehicles is completely different than accepting fault for injuries. Further there is a soft tissue cap in effect making it difficult to recover anything significant.
