That couldn't possibly be during a rally, there is no way in hell there would be a non-rally vehicle on the road (that doesn't look like Kenya), never mind the marshals letting the crew onto the stage minus both harnesses and helmets.

I wasn't during a rally, It wasn't closed off or anything because it he was driving on a open road, this guy was trying to have fun and was a jackass.
