When is an insurance inspection mandatory to have a car insured? My past two cars were '99s and never needed an inspection but if i pick up a '97 would i need one?

^ depending on the insurance company but usually 12+ years.
so yes your new 1997 one will need an inspection.

Inspection is usually needed for 'new add ons only'...let say if you have had this car insured with the same company, you will not need an inspection. But if this car is new or if you switch insurance company, they might require one and that is usually the case.

I think that it all depends on the insurance company? They simply want the inspection to be sure the vehicle is sound so they don't end up insuring an accident waiting to happen.

My first car was a 1990, I needed to get it inspected but they never made me inspect my 2000 which was 9 years old at the time.

Industry standard is 12 years old & older. Now that's not to say there isn't a company out there that goes with 15 or 20 but I haven't seen anything less than 12 in a long time. If you're buying a 1997 I would plan on getting the inspection.
