Is it necessary to have a pink slip for your car or can you go without it? And is a bill of sale good enough or do i need to transfer the title over also?

Well a pink slip here is your registration, which is required to drive or park your car on the street.

You do not need to have registration to sell a vehicle and can use a bill of sale to do that if needed.

A bill of sale/pink slip/registration is the same as the "title" to the car.

What are you trying to do exactly?

I'm not quite sure about your question. Are you selling a car or buying a car?

You need the pink slip because it is a the proof that the car is insured. You will also need the pink slip to register the car. If you bought the car, you will need a bill of sale to transfer over the car to your name. You will need two copies of the bill of sale, one for you and one for the other party.

I am interested in buying a car, but how exactly does the title get transferred over? Is there something other than the bill of sale?

You get the bill of sale and register the car under your name. To be able to register the car you need the bill of sale, once registered it essentially means that the title of the car has been transferred over to you and you are the new owner.

You don't need a bill of sale if the seller just signs the back of the registration and gives you that half
