Who is the best agency to report a business to for not providing legal and accurate pay stubs? A local place gave my gf the runaround with this and has got me fired up enough to do something about it.

Start out with the Canada Revenue Agency. That's a lapse in proper accounting practices that will almost guarantee falsified or inaccurate tax reporting. Corporate audits are a bitch.
