Anywhere know the cheapest place to get a set of decent all-seasons? I've heard Costco, but I want some other options.

Costco gets my nod for that reason.

However...

I bought a set of 4 used Bridgestone Turanza All Season 195/70 - R14 for $160 from a friend of a neigbor who had used them for three months. They did not appear to have many miles at all on them, so getting 4 for the price of 1 & 1/4 was great. Of course I had to pay to mount them and a balance, whereas Costco would do all that for you as part of the deal. However if you have a few weeks to search, check out the local Parts Finder or similar publications, for the tires that you want. Do a web-search to find out which tires suit your criteria. I really wanted Yokohama Avid's however the Turanza's were rated just as highly for wet weather traction and tread wear.

Buying used stuff can be a great deal if you are aware of some facts before you go hunting.

I'm not entirely sure on the size right now. But I drive a 91 Talon, so if anyone knows off the top of their head.

I would go to Costco and get their All Season Bridgestone Potenza. P205/55 R16 M+S All season. It's lasted me for over 4 years now. Cost me roughly around $420 for all 4.

Brand doesn't matter to me, I just need to put some new tires on it, and dont have alot of money.

The Bridgestone tires I got from Costco were the cheapest ones I've found. Walmart wanted $150 per tire, I believe. Mind you, it was 4 years ago.
